南京二手房交易开始实行网签,资金账户全托管

  为维护房地产市场稳定,提高二手房交易的安全性,南京市住建委宣布从2012年3月15日起试运行存量房网上交易和资金监管系统,4月1日正式上线运行。
  由于二手房交易市场的不规范,导致“一房二卖”,黑中介吃差价,甚至于利用房屋买卖进行诈骗活动频繁发生,据不完全统计,南京去年因二手房交易资金问题产生的纠纷就多达400多起,在这种情况下应运而生的网上监管制度,能大大减少纠纷的产生。
  据悉,从3月15日起,进行二手房交易时,除定金以外的所有资金都将汇入监管账户。买卖双方在交易达成协议时,买房人将购房款和佣金汇入监管账户,交易完成、新房产证发放给买房人后,购房款再支付给卖房人和中介;如果不能完成房产过户手续,利息将和购房款一起退回买房人账户。整个过程不收取监管服务费。

To maintain the stability of property market and improve safety in transaction of  secondhand houses, Committee on housing and urbanrural construction in Nanjing City declared online transaction of stock houses and capital surveillance and management system will be tested on March 15th ,2012 and go lives from April 1st.

Because of unregulated secondhand house market, it often happens that the same secondhand house is sold twice and greedy agents gain the margin or even scheme to defraud from housing sales. According to rough estimation, there were more than 40 disputes arising out of trading capital of second-hand houses. Under such circumstances, online surveillance system will decrease disputes greatly.

It is reported that in secondhand houses transactions all the capital but deposit will be remitted into surveillance account from March 15th.After reaching an agreement between the seller and buyer, the buyer will remit the payment and commission of the house. After property ownership certificate is granted to the buyer, the payment of house will be given to the seller and agent; If the seller does not  have the house transferred  into the buyer' name , the payment of the house and its interest will returned to the buyer's account. Service charge is not required during the overall surveillance process.
